Shakiru Moritan Seidu, SMS, a Chairmanship Aspirant for Igbogbo/Bayeku LCDA in Ikorodu Division, Lagos State, has unveiled his comprehensive agenda, aimed at driving to create a better future for the people of Igbogbo/Bayeku LCDA through accessible and responsive governance, if elected. 

Having declared his intention to run nearly two years ago, SMS, a seasoned and dedicated development Expert, recently shared his vision and mission in a letter of intent addressed to the All Progressives Congress (APC) Party Leaders, and key Stakeholders within and outside Igbogbo/Bayeku LCDA. 

In his blueprint, titled “Building a Better Society,” Seidu outlined his commitment to addressing critical areas such as education, health, market development, transportation, environmental sanitation, security, agriculture, job creation, infrastructure, youth and sports development, Chieftaincy matters, etc.

Seidu’s vision, said to diligently and conscientiously lead the residents of Igbogbo/Bayeku LCDA, making the LCDA a model for other Local Councils in Lagos State. His mission is to promote and influence laudable projects that will benefit the residents of Igbogbo/Bayeku LCDA.

Below are the breakdown of his Manifesto:

VISION: My vision is to serve diligently and conscientiously the residents of Igbogbo Bayeku LCDA, and to make it a model of reference for other Local Councils in Lagos State.

MISSION: My mission is to promote and influence laudable projects beneficial to the residents of Igbogbo/Bayeku LCDA. 

EDUCATION: 

* Creating avenue for qualitative education for the pupils, to ensure adequate materials and facilities in our public primary schools. 

* To facilitate good atmosphere for teaching and learning processes, by providing sufficient classrooms, desks and benches in all our primary schools through working in conjunction with the Local Government Education Authority (LGEA). 

* Providing Scholarships for qualified indigent students.

* We'll introduce annual debate, quiz and essay competition among public primary schools in our LCDA.

* We'll facilitate more Secondary Schools through the State Government.

HEALTH 

* "Health is Wealth". We'll promote healthy growth within our LCDA through the establishment of more health centres and renovation and re-equipment of the existing ones to meet the standard of the World Health Organization (WHO) standard.

* Periodic free medical check up to the elderly citizens.

MARKET DEVELOPMENT:

* We'll establish more markets and renovate the existing ones to modern standard in order to promote economic growth within our LCDA.

* We'll facilitate interest free mini loan for our traders, to encourage and stabilize their businesses.

* We'll encourage private participation in the department of markets.

TRANSPORTATION

* We'll promote viable transportation system by constructing additional motor parks where appropriate within the LCDA to allow free flow of traffic on our roads.

* We'll work closely with our representatives to woo and facilitate more tarred roads to our LCDA.

ENVIRONMENTAL SANITATION 

* A regular attention would be giving to our drainages, to allow free flow of floods during the rainy season.

* We'll design effective refuse collection system among communities under the improved private sector participation scheme.

* We'll strengthening the enforcement machinery on environmental sanitation.

* We'll discourage illegal dumping of refuse with enlightenment on the laws guiding refuse disposal and management.

SECURITY

* We'll make our LCDA safer through improved collaboration between the Nigeria Police, the current JTF in Igbogbo/Bayeku LCDA and CDAs.

* Partnership with private sector to strengthen the neighborhood watch initiative.

* Establish highly mobile, we'll equiped crime fighting squads to operate 24 hours.

AGRICULTURE

* Provisions of agricultural tools, seeding and fertilizers for the farmers/ fishermen, encouraging and giving assistance to improve the quality of farming, fishery output.

* To create a fishermen settlement center in Bayeku, Ibeshe, Offin and Oreta, to ensure that it's becomes functional and relevant to the needs of the community, by providing the enabling environment for smooth operation.

* Establishment of more sales outlets for essential commodities across Igbogbo/Bayeku LCDA

JOB CREATION/ PLACEMENT

* We'll encourage private sector role in job creation under the Public/Private Sector Partnership.

* We'll ensure direct job creation by the Local Government renewal, traffic management and enforcement.

INFRASTRUCTURAL DEVELOPMENT PROJECTS

* We'll maintain the existing roads across the LCDA by introducing Road Maintenance Team.

* We'll open the network roads across the LCDA.

* We'll provide street lighting.

* We'll erect Local Council Boreholes across the LCDA, while the existing micro water works that are not functioning would be giving prompt and immediate attention.

YOUTH, SPORTS AND SOCIAL DEVELOPMENT

* We'll encourage sports department and engage our youth in talent hunt for sport development.

* We'll establish recreational Centres through private public partnership.

* We'll beautify our beaches across the coastal areas, roundabouts and leisure Centres across the LCDA.

* We'll establish a Youth Development Center with recreation facilities.

* We'll support and promote annual football competitions for our youths.

CHIEFTANCY MATTERS

* We'll ensure regular and better welfare package and promotion of our Monarchs and traditional Chiefs and Baales.

* We'll ensure relevance of our traditional rulers in the policies of our administration.

* We'll ensure prompt payment of their salaries and allowances.

RELIGIOUS AND COMMUNITY LEADERS

* Provision of regular welfare package for religious institutions and community leaders would equally be giving priority.

TOURISM

We'll open up our waterways and waterfronts at Bayeku, Ibeshe, Offin and Oreta to private investors for construction of hotels, restaurants and bars, Cinemas and resort centres.

* We'll promote event-induced tourism where entertainment events are held in our LCDA, thereby increasing our internal generated revenue, IGR.

WELFARE

* We'll ensure even distribution of party patronage in terms of creating special Programmes to reduce unemployment among our youths and give women a pride of place in the running of our administration.

* We'll constantly paley with the CDAs in order to take governance to the downtrodden.

* We'll ensure smooth working relationship with the political functionaries and the carrier officers of the LCDA.

STYLE OF ADMINISTRATION

* We'll ensure that the interest of the people is paramount in all that we do.

* Quest for social justice, equity, wealth distribution and prosperity for our society

* Educate and enlighten our people on good ethics and new values system through campaign and seminars.

* Increase the internally Generated Revenue through Private Partnership and also by reviewing our tax and revenue mobilisation capacity of our LCDA.

* Finance management, transparency and accountability via prudent spending, optimal utilization of resources for the benefit of our people and avoidance of wastage while preventing theft and loss of public funds.

* Computerization of all aspects of our operations thereby effectively, creating e-government to enhance performance delivery.

* To be a listening government and to ensuring that the people are carried along and programs we implement are beneficial for the greater number of our residents.

CONCLUSION

This is my blueprint as a roadway, towards building a more better society. Together, we'll actualize the dream.
